The Public University Shortage

Nigeria's federal and state universities operate under strict constraints: departmental quotas, federal character policy, and physical capacity limits. Across all public institutions, demand outpaces available places by an enormous margin. For the majority of the 2.03 million students who registered for JAMB in 2025, a public university place simply does not exist. This is not a policy failure that is likely to be corrected in time for this cohort. It is a structural ceiling.

The Private University Cost Barrier

Private universities hold 150,000 slots per year. Only 75,000 are filled annually. The other half sit empty, even though thousands of qualified students are ready to fill them but cannot afford the fees. Annual costs at mid-tier accredited institutions range from $500 to over $2,000 per session. The seats are there. The students are there. The funding is the only missing piece.
